UPSC CMS Exam 2016 Eligibility Criteria

(I) Nationality:

A candidate must be either: (a) a citizen of India, or (b) a subject of Nepal, or (c) a subject of Bhutan,

(II) Age Limits:

(a) A candidate for this examination must not have attained the age of 32 years as on 1st January, 2016, i.e. the candidate must have been born not earlier than 2nd January, 1984.

(b) The upper age‐limit of 30 years will be relaxable upto 35 years in the case of Government servants of the following categories

(III) Minimum Educational Qualification

For admission to the examination a candidate should have passed the written and practical parts of the final M.B.B.S. Examination.

NOTE-1: A candidate who has appeared or has yet to appear at the final M.B.B.S. Examination may also apply. Such candidates will be admitted to the examination if otherwise eligible but the admission would be deemed to be provisional and subject to cancellation, if they do not produce proof of having passed the written and practical part of the final M.B.B.S. Examination.

Note-2: A candidate who has yet to complete the compulsory rotating internship is educationally eligible for admission to the examination but on selection he/she will be appointed.

(IV) Physical and Medical Standards:

Candidates must be physically and medically fit according to the physical/medical standards for the Combined Medical Services Examination 2016 as per regulations

  • The candidates are required to pay a fee of Rs. 200/- (Rupees Two Hundred only) [excepting SC/ST/Female candidates who are exempted from payment of fee] either by depositing the money in any branch of SBI by cash, or by using net banking facility of State Bank of India/State Bank of Bikaner & Jaipur/State Bank of Hyderabad/State Bank of Mysore/ State Bank of Patiala/State Bank of Travancore or by using any Visa/Master Credit/Debit Card.
  • Before start filling up of Online Application, a candidate must have his/her photograph and signature duly scanned in the .jpg format in such a manner that each file should not exceed 40 KB and must not be less than 3 KB in size for the photograph and 1 KB for the signature.
  • The Online Applications (Part I and II) can be filled from 05th March, 2016 to 01st April, 2016 till 11.59 p.m., after which link will be disabled.
  • Applicants should avoid submitting multiple applications. However, if due to any unavoidable circumstances, any applicant submits multiple applications then he/ she must ensure that the application with higher RID is complete in all respects.
  • In case of multiple applications, the application with higher RID shall be entertained by the Commission and fee paid against one RID shall not be adjusted against any other RID.
  • The applicants must ensure that while filling their Application Form, they are providing their valid and active E-Mail IDs as the Commission may use electronic mode of communication while contacting them at different stages of examination process.
  • The applicants are advised to check their e-mails at regular intervals and ensure that the e-mail address ending with @nic.in are directed to their inbox folder and not to the SPAM folder or any other folder

Part-I Computer Based Examination – (500 marks)

Part-II Personality Test: (100 Marks): Personality test carrying 100 marks of such of the candidates who qualify on the results of the Computer based examination.

UPSC CAPF (AC) Exam 2016 – Assistant Commandants Recruitment

UPSC CAPF (AC) Exam 2016 will be conducted by Union Public Service Commission on 26th June, 2016 for recruitment of Assistant Commandants (Group A) in the Central Armed Police Forces (CAPF) viz. Border Security Force (BSF), Central Reserve Police Force (CRPF), Central Industrial Security Force (CISF), Indo-Tibetan Border Police (ITBP) and Sashastra Seema Bal (SSB). The Examination will be held in accordance with the Rules for the Examination published by Ministry of Home Affairs in the Gazette of India dated 26th June, 2016.

UPSC CAPF (AC) Exam 2016 Eligibility Criteria

UPSC CAPF (AC) Exam 2016 eligibility criteria different parameters are given below.

NATIONALITY

No person who is not a citizen of India shall, except with the consent of the Central Government signified in writing be appointed or employed under these Rules. Provided that nothing contained in these rules shall debar the appointment, enrolment or employment of a subject of Nepal or Bhutan under these Rules.

SEX

Both Male and Female candidates are eligible for appointment to the post of Assistant Commandants in CRPF, CISF, SSB and BSF. However, for appointment to the post of Assistant Commandants in ITBP only Male candidates are eligible.

Explanation – A female candidate, even if her name is there in the list of successful candidates as declared by UPSC, may not be appointed if she does not get allocated to CRPF, CISF, SSB or BSF on the basis of merit and choice indicated by successful candidates.

AGE LIMITS

A candidate must have attained the age of 20 years and must not have attained the age of 25 years on 1st August, 2016, i.e. he/she must have been born not earlier than 2nd August, 1991 and not later than 1st August, 1996.

The upper age limit prescribed above will be relaxable.

  • upto a maximum of five years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe.
  • upto a maximum of three years in the case of candidates belonging to Other Backward Classes who are eligible to avail of reservation applicable to such candidates.
  • upto a maximum of five years for Civilian Central Government Servants in accordance with the existing instructions of the Central Government. ExServicemen will also be eligible for this relaxation. However the total relaxation claimed on account of Government Service will be limited to five years.
  • upto a maximum of five years if a candidate had ordinarily been domiciled in the State of Jammu & Kashmir during the period from 1st January, 1980 to the 31st day of December, 1989.

Note I : Candidates belonging to the Scheduled Castes and the Scheduled Tribes and the Other Backward Classes who are also covered under any other clause of Para 3(III)(b) above, viz. those coming under the category of Civilian Central Government Servants/ Ex Servicemen and persons domiciled in the State of Jammu & Kashmir, will be eligible for grant of cumulative age-relaxation under both the categories.

Note II : The term Ex-Servicemen will apply to the persons who are defined as Ex-Servicemen in the Ex-Servicemen (Re-employment in Civil Services and Posts) Rules, 1979, as amended from time to time.

Note III : The term “Civilian Central Government Servants” in Para 3 (III)(b)(iii) above will apply to persons who are defined as “Government Servants” in the Central Civil Services (Classification, Control and Appeal) Rules, 1965 as amended from time to time.

MINIMUM EDUCATIONAL QUALIFICATION

A candidate must hold a Bachelor’s degree of a University incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University under Section-3 of the University Grants Commission Act, 1956 or possess an equivalent qualification.

Written Examination

The written examination to be conducted by Union Public Service Commission will be held on 26 June 2016 and will comprise two papers. Paper I will be held from 10 a.m. to 12.00 Noon and Paper II will be held from 2.00 p.m. to 5.00 p.m

Physical Standards/Physical Efficiency Tests and Medical Standards Tests

Candidates who are declared qualified in the written examination will be summoned for Physical Standards/Physical Efficiency Tests and Medical Standards Tests. Those candidates who meet the prescribed Physical Standards, specified in Appendix-VI, will be put through the Physical Efficiency Tests as indicated below

Interview/Personality Test

Candidates who are declared qualified in the Medical Standards Tests, will be called for Interview/Personality Test to be conducted by Union Public Service Commission. Candidates who are declared medically unfit but allowed to appear before the “Review Medical Board” on their appeal by the Appellate Authority will be called for Interview/Personality Tests provisionally. The Interview/Personality Test will carry 150 Marks.

Candidates who are short-listed for Interview/Personality Test, including those shortlisted for Interview/Personality Test provisionally will be issued a Detailed Application Form (DAF) in which among other things, they will be required to indicate their preference of Forces. As female candidates are eligible for appointment to CRPF, CISF, SSB and BSF only, they will be required to indicate their preference for CRPF, CISF, SSB and BSF only

The merit list will be drawn on the basis of marks obtained by the candidates in the Written Examination and Interview/Personality Test

Paper I : General Ability and Intelligence

The objective type questions with multiple choices in this paper will broadly cover the following areas in UPSC CAPF Syllabus

1. General Mental Ability: The questions will be designed to test the logical reasoning, quantitative aptitude including numerical ability, and data interpretation.

2. General Science: The questions will be set to test general awareness, scientific temper, comprehension and appreciation of scientific phenomena of everyday observation including new areas of importance like Information Technology, Biotechnology, Environmental Science.

3. Current Events of National and International Importance: The questions will test the candidates’ awareness of current events of national and international importance in the broad areas of culture, music, arts, literature, sports, governance, societal and developmental issues, industry, business, globalisation, and interplay among nations.

4. Indian Polity and Economy: The questions shall aim to test candidates’ knowledge of the Country’s political system and the Constitution of India, social systems and public administration, economic development in India, regional and international security issues and human rights including its indicators.

5. History of India : The questions will broadly cover the subject in its social, economic and political aspects. This shall also include the areas of growth of nationalism and freedom movement.

6. Indian and World Geography: The questions shall cover the physical, social and economic aspects of geography pertaining to India and the World.

Paper II : General Studies, Essay and Comprehension

Part-A – Essay questions which are to be answered in long narrative form either in Hindi or English totaling 80 Marks. The indicative topics are modern Indian history especially of the freedom struggle, geography, polity and economy, knowledge of security and human rights issues, and analytical ability.

Part-B – Comprehension, precise writing, other communications/language skills – to be attempted in English only (Marks 120) – The topics are Comprehension passages, precise writing, developing counter arguments, simple grammar and other aspects of language testing.

APPLICATION FEE:

Candidates are required to pay a fee of Rs. 25/- (Rupees Twenty five) only either by remitting the money in any branch of the SBI by cash or by using net banking facility of the SBI or by using visa/master credit/debit card.

No fee for SC/ST/PH/Women candidates of any community. No “fee exemption” is available to OBC male candidates and they are required to pay the full prescribed fee.

Applications without the prescribed fee would not be considered and summarily rejected. No representation against such rejection would be entertained.

NOTE

  • Candidates who wish to apply for more than one post should apply separately for each post and pay the fee for each post in the prescribed manner.
  • After submitting the Online Recruitment Application (ORA), the candidates are required to take out a print out of the finally submitted Online Recruitment Application.
  • Candidates are not required to submit to the Commission either by post or by hand the printouts of their online applications or any other document. UPSC released notification for recruitment of officers in INDIAN FOREST SERVICE.Union Public Service Commission will hold a Screening Test for selection to Indian Forest Service (Main) Examination, 2015 through Civil Services (Preliminary) Examination, 2015 which will be held on 23rd August, 2015, in accordance with the Rules published by the Ministry of Environment, Forests and Climate Change in the Gazette of India dated the 23rd May 2015.

NATIONALITY 

A candidate must be either :-
(a) A citizen of India, or
(b) a subject of Nepal, or
(c) a subject of Bhutan, or
(d) a Tibetan refugee who came over to India before 1st January, 1962 with the intention of permanently settling in India.
Or
(e) a person of Indian origin who has migrated from Pakistan, Burma,  Srilanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India.

Provided that a candidate belonging to categories (b), (c), (d) and (e) shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.

A candidate in whose case a certificate of eligibility is necessary, may be admitted to the examination but the offer of appointment may be given only after the necessary eligibility certificate has been issued to him/her by the Government of India.

AGE LIMITS

A candidate must have attained the age of 21 years and must not have attained the age of 32 years on 1st August, 2015, i.e. he must have been born not earlier than 2nd August, 1983 and not later than 1st August, 1994.

The upper age limit prescribed above will be relaxable:-

  1. upto a maximum of five years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe.
  2. upto a maximum of three years in the case of candidates belonging to Other Backward Classes who are eligible to avail of reservation applicable to such candidates.
  3. upto a maximum of five years if a candidate had ordinarily been domiciled in the State of Jammu & Kashmir during the period from the 1st January, 1980 to the 31st day of December, 1989.
  4. upto a maximum of three years in the case of Defence Services personnel disabled in operations during hostilities with any foreign country or in a disturbed area and released as a consequence thereof:
  5. upto a maximum of five years in the case of ex-servicemen including Commissioned Officers and ECOs/SSCOs who have rendered at least five years Military Service as on 1st August, 2015 and have been released (i) on completion of assignment (including those whose assignment is due to be completed within one year from 1st August, 2015) otherwise than by way of dismissal or discharge on account of misconduct or inefficiency, or (ii) on account of physical disability attributable to Military Service, or (iii) on invalidment.
  6. Upto a maximum of five years in the case of ECOs/SSCOs who have completed an initial period of assignment of five years of Military Service as on 1st August, 2015 and whose assignment has been extended beyond five years and in whose case the Ministry of Defence issues a certificate that they can apply for civil employment and that they will be released on three month’s notice on selection from the date of receipt of offer of appointment.
  7.  upto a maximum of 10 years in the case of blind, deaf-mute and Orthopaedically handicapped persons.

NOTE I-Candidates belonging to the Scheduled Castes, the Scheduled Tribes and the Other Backward Classes who are also covered under any other clauses of para 3(ii) (b) above, viz. those coming under the category of Ex-servicemen, persons domiciled in the State of J & K, blind, deaf-mute and orthopadically handicapped etc. will be eligible for grant of cumulative age-relaxation under both the categories.

NOTE II-The term ex-servicemen will apply to the persons who are defined as ex-servicemen in the Ex-servicemen (Re- employment in Civil Services and Posts) Rules, 1979, as amended from time to time.

NOTE III- The age concession under Para 3(ii)(b)(v) and (vi) will not be admissible to Ex-Servicemen and Commissioned Officers including ECOs/ SSCOs, who are released on own request.

NOTE IV- Notwithstanding the provision of age-relaxation under para 3(ii) (b) (vii) above, a physically disabled candidate will be considered to be eligible for appointment only if he/she (after such physical examination as the Government or appointing authority, as the case may be, may prescribe) is found to satisfy the requirements of physical and medical standards for the concerned Services/posts to be allocated to the physically disabled candidates by the Government.

SAVE AS PROVIDED ABOVE THE AGE LIMITS PRESCRIBED CAN IN NO CASE BE RELAXED.

The date of birth accepted by the Commission is that entered in the Matriculation or Secondary School Leaving Certificate or in a certificate recognized by an Indian University as equivalent to Matriculation or in an extract from a Register of Matriculates maintained by a University, which extract must be certified by the proper authority of the University or in the Higher Secondary or an equivalent examination certificate.

These certificates are required to be submitted only at the time of applying for the Indian Forest Service (Main) Examination.

No other document relating to age like horoscopes, affidavits, birth extracts from Municipal Corporation, service records and the like will be accepted.

The expression Matriculation/Secondary Examination Certificate in this part of the instruction includes the alternative certificates mentioned above.

NOTE 1: Candidates should note that only the Date of Birth as recorded in the Matriculation/ Secondary Examination Certificate or an equivalent certificate on the date of submission of applications will be accepted by the Commission and no subsequent request for its change will be considered or granted.

NOTE 2 : Candidates should also note that once a Date of Birth has been claimed by them and entered in the records of the Commission for the purpose of admission to an Examination, no change will be allowed subsequently (or at any other Examination of the Commission) on any grounds whatsoever.

Note 3 : The candidate should exercise due care while entering their date of birth in the Online Application Form. If on verification at any subsequent stage, any variation is found in their date of birth from the one entered in their matriculation or equivalent Examination certificate, disciplinary action will be taken against them by the Commission under the Rules.

MINIMUM EDUCATIONAL QUALIFICATIONS

The candidate must hold a Bachelor’s degree with at least one of the subjects namely Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology or a Bachelor’s degree in Agriculture, Forestry or in Engineering of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University Under Section 3 of the University Grants Commission Act, 1956, or possess an equivalent qualification.

Note I : Candidates who have appeared at an examination the passing of which would render them educationally qualified for the Commission’s examination but have not been informed of the results as also the candidates who intend to appear at such a qualifying examination will also be eligible for admission to the Preliminary Examination. All candidates who are declared qualified by the Commission for taking the Indian Forest Service (Main) Examination will be required to produce proof of passing the requisite examination with their applica- tion for the Main Examination failing which such candidates will not be admit- ted to the Indian Forest Service Main Examination. The applications for the Main Examination will be called sometime in the month of September/October, 2015 through on-line mode.

NOTE II : In addition, the candidates who possess qualification equivalent to those specified in Rule 7 will be required to produce a certificate from University incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of the Parliament or declared to be deemed as a University under Section 3 of the University Grants Commission Act, 1956 clarifying that the degree is at par with the Bachelor’s degree specified in Rule 7 along with their application for the Main Examination failing which such candidate will not be admitted to the Main Examination.

NOTE III : In exceptional cases the Union Public Service Commission may treat a candidate who has not any of the foregoing qualifications as a qualified candidate provided that he/she has passed examination conducted by the other Institutions, the standard of which in the opinion of the Commission justifies his/her admission to the examination.

NUMBER OF ATTEMPTS

Every candidate appearing at the Examination, who is otherwise eligible, shall be permitted six attempts at the examination.

Provided that this restriction on the number of attempts will not apply in the case of Scheduled Caste and Scheduled Tribe candidates who are otherwise eligible. Provided further that the number of attempts permissible to candidates belonging to Other Backward Classes, who are otherwise eligible, shall be nine. Provided further that a physically handicapped will get as many attempts as are available to other non-physically handicapped candidates of his or her community, subject to the condition that a physically handicapped candidate belonging to the General Category shall be eligible for nine attempts. Necessary action to make corresponding changes in respective Rules/ Regulations pertaining to Indian Forest Service is being taken separately. The relaxation will be available to the physically handicapped candidates who are eligible to avail of reservation applicable to such candidates.

NOTE :

  • An attempt at a Preliminary Examination shall be deemed to be an attempt at the Examination.
  • If a candidate actually appears in any one paper in the Preliminary Examination, as a candidate for the Indian Forest Service (Main) Examination, he/she shall be deemed to have made an attempt at the Examination.
  • Notwithstanding the disqualification/ cancellation of candidature the fact of appearance of the candidate at the examination will count as an attempt.

PHYSICAL STANDARDS

Candidates must be physically fit according to physical standards for admission to Indian Forest Service Examination, 2015 as per regulations given in Appendix-III of  the rules for the Indian Forest Service Examination, 2015 published in Gazette of India dated 23rd May, 2015.
